How does an unpopular Governor win re-election?

Looking over the tracking results of WA Governor Christine Gregoire’s Approval/Disapproval ratings and noticed that from 5/2005 until 7/20/2009 stayed pretty close to or below 50% and never getting above 54%. However, just before the election and during November of 2008, her numbers go down in the low 40’s.

So, how does an unpopular governor win re-election over a Republican candidate who she may or may not have barely beaten four years before?

Was the “Obama effect” that great in such a deeply blue state? Will it ever be possible for a GOP candidate to win the governor’s office or is Washington politics becoming as dirty as Chicago politics?
